| How
will the County deal with a rapidly growing population and its ever
increasing need for better transportation? |

| The
Corridor Location |
| The
Hemet to Corona/Lake Elsinore corridor is a broadly defined land area
that links the Hemet/San Jacinto area with areas along I-15 between
Corona and Lake Elsinore (see map). It has been defined in this fashion
because it is linked with decisions that may come out of the analysis
of the Riverside County to Orange County Corridor. For example, additional
transportation capacity could be added through expansion of the SR-91
in the Corona area or by a new route to the south of SR-91through
the Santa Ana Mountains. |
 |
| The
Alternatives |
| Both
highway and transit options are being considered as possible transportation
alternatives. For every highway alignment, it is assumed that right-of-way
will also be reserved for transit, unless stated otherwise. In some
cases, the transit alignment may depart from the highway alignment,
to serve particular populations. The map shows the alignment alternatives
correlated to the alternative numbers and descriptions in the evaluation
chart. For the highway portion of the alternatives, a freeway
would be assumed (that is, all intersections would be over or under-crossings),
unless stated otherwise. We recognize that freeways may not work in
some areas, particularly in areas that are already developed, so other
options may be explored. Where a separate transit alignment is being
considered (e.g. the San Jacinto Branch Line), it is denoted as a
separate line. |
 |
| Results
of the Initial Evaluation of Alternatives |
| An
initial evaluation has been conducted of the alternatives listed in
the chart. The results are summarized in the chart,
so that you can compare each alternative. Each person will have slightly
different views on what aspects are most important: mobility, environmental
impacts, or community impacts. The chart provides a sense of the pros
and cons of the various alternatives. This information is being used
to guide the County and RCTC in making decisions on which alternatives
to carry forward for more detailed study in the environmental review
process. You can use this information to help you form your opinions. |

| Additional
Explanation of Transit Options |
| As
indicated, provision for rail or busway options would be included
in each of the alignment alternatives listed above. The following
specifically lists the station locations and types of service that
will be considered. |
 |
| Station
locations and type of service |
- Provide
rail service within one of the defined highway alignments
listed above, connecting to north-south transit routes
at I-15, I-215, and SR-79. Major transit stops would
be located at those junctions, plus the cities of
Hemet, San Jacinto, Perris, as appropriate for the
alignment.
-
Provide express bus service on busway or HOV lanes
within one of the defined highway alignments listed
above, connecting to north-south transit routes at
I-15, I-215, and SR-79. Major transit stops would
be located at those junctions, plus the cities of
Hemet, San Jacinto, and Perris, as appropriate for
the alignment.
- Implement
commuter rail service on the existing San Jacinto
Branch Line to downtown Riverside and provide stations
at Perris, San Jacinto, Hemet, Winchester, a location
east of Perris, and March ARB
