How will the County deal with a rapidly growing population and its ever increasing need for better transportation?


What are the Next Steps for CETAP?

CETAP is currently at the stage of considering possible transportation improvements or "alternatives" in each of the four corridors. These alternatives include a range of highway and transit improvements. It is possible that one or more of these improvements ultimately could be recommended in their respective corridor. Environmental documentation sufficient to serve as the basis for right-of-way preservation for a "preferred alternative" will be prepared for each of these corridors. This environmental documentation is required under the California Environmental Quality Act and the National Environmental Policy Act. Draft environmental documents are to be prepared and made available for public review and comment by Spring 2002.

In addition, CETAP is planning for travel options other than highways. Each of the corridor studies identifies alternatives for improving transit. These are being coordinated with plans to have a transit "spine network" that connects major points of activity within the County. The intent is to plan where these transit connections should go as part of the CETAP program, along with the Riverside Transit Agency, and to make sure we preserve the opportunity to provide transit services when the population and employment base warrants it. This could include more Metrolink type service, express bus service, or other types of transit. The alternatives being analyzed in the Banning/ Beaumont to Temecula and Hemet to Corona/Lake Elsinore Corridors include reserving right-of-way for making these transit connections.
What has happened so far?
Four corridors identified as priorities
  • Banning/Beaumont to Temecula with emphasis on the southern portion from Winchester to south of Temecula-a separate study is looking at re-routing SR-79 to the west of Hemet and San Jacinto
  • Hemet to Corona/Lake Elsinore to help address east-west mobility in the western part of the County
  • Moreno Valley to San Bernardino County to help address the current and future congestion problems on I-215 and SR-60
  • Riverside County to Orange County to address the current and future congestion problems on SR-91
Work on CETAP has resulted in decisions to complete corridor studies in several areas. Four corridors were identified as priorities for Western Riverside County:
The Winchester to Temecula Corridor and the Hemet to Corona/Lake Elsinore Corridor are being addressed first. The Moreno Valley to San Bernardino County Corridor and Riverside County to Orange County Corridor require additional coordination with our neighboring counties, and will be addressed in the months to come
What are the major CETAP milestones?
There are several major milestones anticipated in the Banning/ Beaumont to Temecula and the Hemet to Corona/Lake Elsinore Corridors through the end of year 2001:
Major Milestones:
  • Late October and early November 2000-Public meetings were held to obtain input on which alternatives should be studied in greater detail and on what issues should be addressed in the environmental review process.
  • November/December 2000-Decision was made as to which alternatives to carry forward into a more detailed study, this decision is being reviewed by federal agencies in January and February 2001.
  • Spring 2002 -Draft environmental document is made available for public review and comment. Another set of public meetings is held to obtain input on the preferred alternative.
  • Early 2002 - Final environmental document is prepared, and a decision is made on the preferred alternative
Following the preparation of the environmental documents in Spring 2002, additional public outreach meetings and hearings will be held, and decisions will be made on a preferred alternative in each corridor. This will set the stage for preservation of rights-of-way or other actions associated with the implementation of future transportation improvements. Similar milestones are envisioned for the Moreno Valley to San Bernardino County Corridor and the Riverside County to Orange County Corridor, but the dates will be later.
